Consultancy Centre for European Cultural Programmes lauched www.dialog2008.ro, webpage dedicated to EYID 2008 in Romania. Available only in Romania. For more information in English, please visit www.dialogue2008.eu, the events, projects and national project sections.

 

2008 – European Year of Intercultural Dialogue represents a Communitary initiative, whose main objectives are to:

  1. Promote intercultural dialogue as a process in which all those living in the EU can improve their ability to deal with a more open, but also more complex, cultural environment, where, in different Member States as well as within each Member State, different cultural identities and beliefs coexist.
  2. Highlight intercultural dialogue as an opportunity to contribute to and benefit from a diverse and dynamic society, not only in Europe but also in the world.
  3. Raise the awareness of all those living in the EU, in particular young people, of the importance of developing an active European citizenship which is open to the world, respects cultural diversity and is based on common values in the EU as laid down in Article 6 of the EU Treaty and the Charter of Fundamental Rights of the European Union;
  4. Highlight the contribution of different cultures and expressions of cultural diversity to the heritage and ways of life of the Member States.

In order to reach these objectives, the European Commision has launched two types of calls for proposals, through which it will provide appropriate funding for actions developed at European and at national level.

Calls for proposals –Results of the Selection

More than 300 financing requests have entered into the competition for an overall budget of 2.4 million €, meant to support 6-8 Pan-European initiatives to contribute to the achievement of the EYID objectives.

Pan-European projects in which Romanian organizations are involved or are meant to be performed on Romanian territory:

Diversidad! Promoting Dialogue and Exchange through European Urban Culture. Project coordinated by European Music Office. Some of the project events will be performed in Bucharest, in partnership with Banlieues d’Europ’Est . Additional information: www.emo.org

Alter Ego. A project coordinated by European Union Institute for Culture Brussels – EUNIC – BE. One of the co-organizers is the Romanian Cultural Institute (Contact person: Andrei Tarnea) .  Additional information: www.eunic-europe.eu.

Cultures from around the block: Creating a European Network for intercultural community actions. Project coordinated by MKC Phara. Some of the project’s events will be performed in Bucharest, in partnership with Komunitas Association. Additional information: www.mkc.cz.

Stranger. P roject coordinated by The European Cultural Foundation. One of the co-organizers is the Catholic Association for Audio-visual Communication, SIGNIS ROMANIA. Additional information will be found here.

Romania in 2008 - EYID

As Member State of the European Union, Romania is participating in the 2008 – European Year of Intercultural Dialogue Initiative. In order to have a general perspective over its position regarding the priorities of this Communitary initiative and to offer a general framework for its actions concerning the achievement of its main objectives, the Romanian Ministry of Culture and Religious Affairs has drafted Romania’s Official Strategy for the EYID.

You can download Romania’s Official Strategy for the EYID and you can also read the national strategies of the other EU Member States concerning the EYID.

Take into account that the Romanian strategy is also designed in close relation with the Final recommendation of the 3rd Intercultural Forum on "Promoting Intercultural Dialogue between Generations”, organized by the Council of Europe and the Ministry of Culture and Religious Affairs, in Bucharest, 17-18 March 2006.

The Consultancy Centre for European Cultural Programmes will submit the National Project for the European Year of Intercultural Dialogue for funding under the 2008 budget for the EYID.

The project will start in January 2008 and it will be implemented during the year.

Intercultural Dialogue – an EU priority

Sharing Diversity: National Approaches to Intercultural Dialogue in Europe

Following the request of the European Commission, the European Institute for Comparative Cultural Research (ERICarts Institute) has undergone a study that addresses the way in which intercultural dialogue is being addressed at national level, in the EU member states. The research involved the participation of various experts and national correspondents and it was undergone between January and December 2007.

The study was aimed at identifying the way intercultural dialogue is understood, the main public actors involved in its promotion process, the specific challenges faced by different sectors of culture, education, sports and youth in their work, the rationales for legal or policy frameworks for intercultural dialogue and the criteria used to evaluate the quality of such policies or programmes.  

The final report is going to be published in the beginning of February 2008.

Intercultural dialogue is not just an annual priority. It represented a vital component of many other EU funding schemes, such as the Youth Programme, Culture 2007-2013, Civil Society, Comenius, Leonardo da Vinci, E-learning, E-twinning.
Also, one can find intercultural dialogue in programmes that have as main concern employment, social affairs and equal opportunities, enterprise and industry, justice, freedom and security. 

To demonstrate this, the EU has recently published a documented highlighting a couple of exemplary projects that were developed in the last years. Other initiatives

Multilingualism and intercultural dialogue in Europe

On January 31st, in Bruxelles, the Group of Intellectuals set up to advice the European Commission on the contribution of multilingualism to intercultural dialogue, presented the report “A Rewarding Challenge. How the Multiplicity of Languages Could Strengthen Europe“to Commissioner Leonard Orban. The report outlines recommendations for citizens with a “second mother tongue”, also referred to as “personal adoptive language”, with which they identify for personal or professional reasons.

The Romanian Ministry of Culture and Religious Affais will financially support project and actions that aim at raising awareness and involvement of the general public towards respecting and promoting cultural diversity and intercultural dialogue. During 2008, the MoCRA will launch several calls for proposals.

Projects selected to receive selected were already announced. The second deadline for applications is January 25th, 2008, referring to projects that are to be developed in the second, third and fourth trimesters of 2008 (March to December 2008). The European Forum for Arts and Heritage and the European Cultural Foundation have launched the Civil Society Platform for Intercultural Dialogue. The initiative is set in the context of “2008 – European Year of Intercultural Dialogue” and, although it comes from the cultural sector, organizations from the fields of education, youth, social affairs, human rights, migration, anti-discrimination, etc. are invited as partners.

One of the recent initiatives of the Platform is the Rainbow Paper on Intercultural Dialogue, an online consultation on how to make intercultural dialogue happen more.  The consultation-process has recently ended and the final report was presented during the conference “Intercultural Dialogue – a fundamental value of the EU”, event that marked the official opening of the European Year of Intercultural Dialogue in January 2008 in Ljubljana, Slovenia.

Throughout 2008, the steering group of the Platform will perform different activities that are meant to promote the political conclusions of the Rainbow Paper, priority being given to promote intercultural dialogue in “situations of local diversity and societal urgency” .

The Council of Europe is preparing a document designed to help formulate a coherent and long-term policy for the promotion of intercultural dialogue within Europe and between Europe and its neighboring regions. The “White Paper on Intercultural Dialogue” is also meant to serve as a reference document for action at national, regional and local levels, by providing, among others, some standards and tools for actions in the field of promotion of Intercultural Dialogue, in particular examples of good practice.

The White Paper is designed to be the end result of an open consultation process, involving all stakeholders of intercultural dialogue. During the launch event of European Year of Intercultural Dialogue in Ljubljana, Slovenia (January 7-8), Mrs. Gabriela Battaini Dragoni presented a draft of the document, whose final official version will be publicly released in May 2008.

The European Cultural Foundation has launched the ‘STEP beyondMobility fund. This targeted call for proposals has its focus on Experiencing diversity and the Power of Culture.

The ECF mobility fund, STEP beyond (Supporting Travel for European projects) encourages travel that is part of projects related to Intercultural Dialogue. It gives preference to exploration eastwards in order to emphasize that Europe continues beyond the eastern borders of the European Union.

Artists, cultural operators/activist, cultural journalists, translators or researchers are welcomed to apply. The countries that participate in the programme are the EU Member States, Albania, Belarus, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Moldova, Montenegro, Russia, Serbia, the countries of the South Caucatop and Turkey.
